The Recovery Act Accountability, Transparency and Reporting Requirements The Recovery Act imposes significant accountability, transparency and reporting requirements for each program and expenditure under the Act, some of which are still being defined by the Office of Management and Budget (OMB). The U.S. Department of Housing and Urban Development will incorporate the final requirements into the TCAP grant agreement. On February 18, 2009, OMB issued initial guidance on the implementation of Recovery Act programs, including initial reporting requirements for recipients of Recovery Act funding. All recipients of Recovery Act funds, including TCAP grantees, will be required to report to HUD, 10 days after the end of each calendar quarter starting on July 10th, 2009.
